石油工业标准化技术委员会
 石油工业标准化技术委员会（简称“油标委”）始建于1984年12月。2000年10月经国家标准化主管部门批准再次重组。其主要工作任务是：根据国家标准化的法律、法规和有关政策，制定石油工业上游领域标准化工作的方针和发展战略；提出石油天然气行业标准发展规划和年度制修订项目计划；按照国家标准化主管部门下达的计划，组织各所属专业标准化技术委员会进行标准的制定、修订和复审工作；负责石油工业上游领域重点国家标准、行业标准的宣贯；组织参与有关专业国际标准化交流与合作。
油标委在我国石油工业重组改制的新形势下，以迎接入世挑战，加快国际接轨，统一协调规范，积极采标，谋求共同发展为宗旨；以增强我国石油公司的整体国际竞争能力为目标；以加强整合，提高我国石油天然气标准的系统性、综合性、配套性、先进性为手段，力争经过若干年的努力，使我国石油工业标准成为在国内有权威，在国际上有影响，与我国石油工业及三大石油公司的国际地位相适应，为我国石油工业持续发展和建设具有国际竞争力跨国企业提供技术支持。
油标委由中国石油天然气集团公司、中国石油化工集团公司、中国海洋石油总公司和中国石油天然气股份有限公司等石油企业的有关领导、标准化管理人员、科研单位专家、各专业标准化技术委员会的负责人共50名委员组成。
油标委下设石油地质、石油物探、石油测井、石油钻井、油气田开发、采油采气、油气储运、石油计量、石油节能、石油安全、石油管材、仪器仪表、石油信息、石油工程建设、劳动定额和海洋石油工程等16个行业性专业标准化技术委员会和油气管道工作组、环境保护工作组。
油标委同时负责协调全国石油钻采设备和工具标准化技术委员会、全国天然气标准化技术委员会涉及的标准制修订工作及相关事宜。
China Petroleum Standardization Committee
Approved by the former China State Bureau of Petroleum and Petrochemical Industry, the China Petroleum Standardization Committee ("CPSC" for brief) was founded on Dec. 1984, and re-structured on Oct. 31, 2000. Its main tasks are developing standards in accordance with the national standardization laws, regulations and the related polices, determining the standardization policy and development strategy for the upstream segment of oil industry; organizing the standardization research activities in the upstream segment of oil industry; proposing the planning of standard development and the annual plan of standards establishment and revision for the oil and gas industry as per the plans made by the national responsible government of standardization; organizing the professional technical committees to implement the activities on standard establishment, revision and review; undertaking the establishment and revision of related national standards for upstream segment of oil industry; being responsible for propagating and implementing the key national and industry standards for the oil industry upstream segment.; organizing participating the international standardization communication and cooperation of the related professions.
In the new situation of oil industry re-structure and reform, the China Petroleum Standardization Committee plays to take challenges of entering WTO, fastening the speed to connect with the international standardization, harmonizing all kinds of specifications, and seeking for the common development as principles. It targets in continuous improving the overall international competition capability of Chinese oil companies and uses the methods of strengthening the conformity and improving the system, integrity and completeness of our oil and gas standards; and adopts the approaches of actively adopting international standards, and quickening the internationalization progress of the national oil and gas standards. In several years' effort, the China Petroleum Standardization Committee can become one of the influential standardization technical organizations in international petroleum industry and makes it known around the world to meet with the international position of our national industry and the three biggest Chinese oil companies. The final goal is to meet the continuous development requirements of national oil industry and the requirements for our oil companies to establish the corporations with outside world.
The China Petroleum Standardization Committee consists of 50 members coming from the oil corporations, such as CNPC, Sinopec, CNOOC and PetroChina, including technical managers and standardization administrators, experts of scientific research institutes and subcommittee chairs.
The China Petroleum Standardization Committee has 16 Subcommittees: oil geology, geophysical survey, oil well measuring, drilling, exploration, production, storage and transportation, measuring, energy and water saving, safety, tubular goods, apparatus and instrument, information, engineering construction, labor ratio and offshore engineering.
The China Petroleum Standardization Committee is also responsible to coordinate the activities and the standard development of the China Petroleum Drilling and Production Equipment and Tools Standardization Committee and the China Natural Gas Standardization Committee.
石油工业标准化技术委员会秘书处简介
石油工业标准化技术委员会秘书处是油标委的常设工作机构，在油标委主任委员和秘书长的领导下负责油标委的日常工作。秘书处设秘书长1人，副秘书长5人。油标委秘书处挂靠在石油工业标准化研究所。油标委秘书处设常务秘书5人，负责秘书处具体事务；联络秘书6人，负责油标委秘书处与中国石油天然气集团公司、中国石油天然气股份有限公司、中国石油化工集团公司和中国海洋石油总公司、石油工业出版社的联系。秘书处按《石油工业标准化技术委员会秘书处工作规则》开展日常工作。

Secretariat of CPSC
The secretariat of China Petroleum Standardization Committee is the constant working organ of China PetroleumStandardization Committee(CPSC).It is under the leadership of chief committeemen and general secretaries that the daily work of the secretariat is carried out.The leader group of the secrtariat is composed of 1 general secretary and 5 vice general secretaries. the secretariat is attached to the Petroleum Standardization Research Department of Petroleum Industry. There are 5 constant secretaries whose duties are managing the actual work in the secretariat and there are 6 contacting secretaries whose duties are contacting with CNPC; PetroChina;Sinopec; CNODC and PetroPub.
