计量认证室

    计量认证室是国家计量认证石油评审组的技术支持业务科室，受国家认监委和计量认证石油评审组的委托，负责石油评审组的日常管理工作,承担中国石油、中国石化和中国海洋石油三大石油公司所属行业质检机构和为社会提供公正数据的专业检测实验室的国家计量认证评审工作；受国家质量技术监督检验检疫总局计量司的委托，负责石油行业所属企业完善计量检测体系的确认评审工作、计量检测体系考评员的培训工作和获证企业的监督管理工作。

计量认证室的主要职责是：
1.负责与国家认证认可监督管理委员会、中国石油、中国石化和中国海洋石油三大公司质量监督主管部门的联络/协调工作；
2.负责石油行业所属质检机构和专业检测实验室国家计量认证计划和申报、计划的组织实施和评审材料的报批工作；
3.负责石油行业国家计量认证评审员、实验室管理人员、内审员和实验室检测人员的培训工作；
4.负责计量认证获证机构和评审员的监督管理工作；
5.负责处理与获证实验室有关的申诉；
6.负责石油行业所属实验室的国家计量认证/实验室认可“二合一”计划申报工作；
7.负责石油行业所属实验室间的比对工作；
8.负责国家计量认证评审组年报的编辑工作；
9.完成各有关主管部门交办的各项任务。

Metrology accreditation Section

The Metrology accreditation is a technical support section for the Petroleum Review Group for the State Metrology accreditation, is responsible for the routine management of the group entrusted by it , exercises review for the state metrology accreditation oriented to three major oil company(PetroChina ,Sinopec and CNOOC) affiliated quality inspection bodies, industrial labs and professional inspection labs and provides fair data to society; is responsible for confirmation review of the completeness of metering inspection systems, training of examiners in metering inspection system and supervision and management of certified enterprises in petroleum industry as entrusted by the Metering Department of State General Administration of China for Quality Supervision and Inspection and Quarantine.

The responsibilities of the section are primarily as follows:
1.Be in charge of liaison/coordination with the State Certification, Approval and Supervision Administrative Commission and competent departments in PetroChina, Sinopec and CNOOC;

2.Be responsible for submission and organization of implementation of national metrology accreditation plans in quality inspection bodies and professional inspection labs in petroleum industry and submission for approval of review materials;

3.Be in charge of training of reviewers for state metrology accreditation, management staff of labs, internal reviewers and inspectors in labs in petroleum industry;

4.Exercise supervision and management over certified institutions and reviewers for metrology accreditation;

5.Be in charge of treatment of related appealing from certified labs;

6.Be responsible for the submission of “Combined” plans both for state metrology accreditation and lab approval of labs in petroleum industry;

7.Be in charge of comparison among labs in petroleum industry;

8.Edit the annual reports for the Review Group for State Metrology accreditation;

9.Fulfil the tasks assigned by competent departments.
